Anson Cheuk-Hin Chung

Welcome to my page! My name is Anson Chung! I am currently a Ph.D. student in the Political Science Program at the City University of New York (CUNY) – Graduate Center, where I am a Graduate Center Fellow and a Provost’s Enhancement Fellow. Previously, I was also part of the American Political Science Association (APSA) Diversity Fellowship Program from 2024–2025.

I am currently a Graduate Teaching Fellow (Course Instructor/Adjunct Lecturer) at Brooklyn College, where I teach in the Political Science Department. From Spring 2026, I will also be teaching at John Jay College of Criminal Justice as an Adjunct Lecturer, where I will be teaching Judicial Processes and Politics in the Political Science Department. I am currently a Seminar Fellow at the China at CUNY Initiative.

I received my Master of Arts Degree in the Department of Political Science at the University of Toronto in 2024, and my Bachelor of Arts Degree in History and Political Science at the City College of New York in 2022, which is also part of the CUNY system.

My current Ph.D. dissertation research focuses on the judicial politics and judicial development in Hong Kong, especially on the Hong Kong Court of Final Appeal. I am interested in the role of foreign judges being appointed in the Hong Kong courts: Do their judicial behavior change when compared to their home jurisdictions? Why are they on the court? Why is the institution designed to include them? What is its significance comparatively?

My previous research focuses on the judicial and constitutional development in Hong Kong, and argues that the jurisprudence of Hong Kong and the common law structure have led judges to act and decide strategically when it comes to politically sensitive cases, and thus creates a dual-state situation in Hong Kong.
